FAIRFIELD – The Solano County Board of Education is accepting applications to fill the board vacancy in Trustee Area 3. The existing representative, John Galvan, submitted his resignation during the Board’s regular meeting held January 9, 2013. Trustee Area 3 is comprised of areas including the City of Benicia, Glen Cove, portions of south Fairfield, Travis Air Force Base, and Collinsville. Although the Board adjusted its trustee area boundaries in 2012 as a result of the Federal Decennial Census, by law a mid-term replacement must reside in the trustee area that was in place at the start of the departing board member’s term, in this case November of 2009. The new trustee area boundaries approved last year will become effective with the November 2013 election of the three board members whose terms expire this year.

According to California Education Code, the remaining members of the County Board may either fill a vacancy by making a provisional appointment or holding a special election. Since the four-year term of office for the Area 3 Trustee is scheduled to expire in 2013, the Board voted during a special meeting held January 23, 2013, to make a provisional appointment. This will provide representation to the residents of Trustee Area 3 rather than leaving the position vacant, encourage community involvement, and save the estimated $300,000 to $450,000 it would cost to hold a special election by mail or at the polls. Voters in Area 3 will have an opportunity to choose their representative for a full four-year term during the regularly scheduled election to be held November 5, 2013.

Any registered voter who resides within the Trustee Area 3 boundaries is eligible to be a member of the County Board of Education except the County Superintendent of Schools, any member of the County Superintendent’s staff, or any employee of a school district. To confirm whether you reside within the Area 3 boundaries, please contact the Solano County Registrar of Voters office at (707) 784-6675.

Duties of the County Board of Education include approval of the Solano County Office of Education’s annual budget; issuing temporary teaching certificates; and hearing appeals on pupil expulsion, interdistrict attendance, and charter schools. The Board also serves as the County Committee on School District Organization responsible for determining school district boundaries and trustee areas.

Applications may be picked up beginning Friday, February 1, 2013, between 8:00 A.M. and 5:00 P.M., Monday through Friday, in the County Superintendent of Schools’ office, 5100 Business Center Drive in Fairfield. Completed applications must be received by the County Superintendent’s office by 5:00 P.M. on Friday, February 15, 2013. Applications will not be mailed or e-mailed, and late submittals will not be accepted.
