Police Dog, Officer Nab Suspect in Copper Wire Theft

Stockton man had to be treated for dog bites after his arrest.

A 36-year-old Stockton man has been arrested on suspicion of grand theft after police discovered copper wire missing from streetlights near the corner of Park and Oak roads.

Benicia police officer Kirk Keffer was on routine patrol in the 1700 block of Park Road on Sunday night when he noticed all the streetlights around the recently opened vista point near the entrance to the Benicia-Martinez Bridge were out.

He also noticed that a large amount of copper wire had been pulled out of the ground and was lying next to an electrical box near one of the streetlights.

He searched the area and found a suspect, later identified as Scott Phillips, lying on the ground near a fence in the area. Keffer tried to detain Phillips, but he ran away.

Phillips jumped a fence and Keffer lost sight of him as he ran through a field toward an abandoned warehouse.

According to Benicia police, more officers, including Damiean Sylvester and his police dog, Mirco, arrived to assist in the search.

Sylvester and Mirco tracked Phillips from the area in which he was first spotted to a nearby storage unit.

Phillips was found inside the unit, with Mirco making initial contact.

Phillips was taken to Sutter Solano Medical Center, where he was treated for dog bite wounds he received while being apprehended.

He was then booked into Solano County Jail in Fairfield on suspicion of grand theft, obstruction of justice and violating probation.

"This is another example of great team work by Benicia police officers," Sgt. Mike Greene said. "Officer Kirk Keffer's keen awareness and quick actions prevented this theft from being committed, and Officer Sylvester and his canine, Mirco, did a great job in locating and apprehending the suspect in this case."

Too bad, that Micro wasn't allowed to have Mr Phillips for lunch. Good job! Officer Sylvester is welcome to come by our Pet Store at 1202 East 5th Street with Micro so that we can reward this brave dog with some free treats! I think the Parole Board should be held responsible, too. Maybe there wouldn't be so many "repeat offenders" on the street.

Great job. Now if we can only penalize the people who purchase the copper wire from the thieves maybe we won't have such a problem. We lost lots of money when we were victims last year.
