Council to Consider Election Rules, Grant Practices, Dedicating Park to Retiree

Staff recommends policies for election forums, deciding ties.

The City Council will consider two policy changes regarding elections and the in honor of a retiring department head at its regular meeting scheduled for 7 p.m. Tuesday.

The open session will commence following a 6 p.m. closed session to consider negotiations with eight employee groups and a performance review of City Attorney Heather McLaughlin.

The eight-item consent calendar includes staff recommendations to specify a way to break election ties, either by a random drawing or by a runoff election. There also will be a second reading of the ordinance amendment to allow flexibility in scheduling the Open Government Commission's mandatory election forum so as to avoid conflict with other events.

Also on the consent calendar will be a resolution transferring local bus transit operations to the new Solano County Transit agency known as SolTrans.

The agenda concludes with proposals to standardize grant award procedures and dedicate the park in honor of retiring Parks and Community Services Director Michael Alvarez, then a discussion of the ongoing redistricting process for local seats on the state Senate, Assembly and Board of Equalization.
