Many years ago teachers and administrators at Benicia schools noticed that the day after Halloween, a lot of kids were absent from school. Those who did show up were often a bit unruly and often went home sick.
It was decided to make the day after Halloween a non-instructional day so the district wouldn't risk the loss of state attendance funding.
