Car hit and run

I live on E. Fifth St.  Someone hit my car and broke my driver's side mirror.  It appears it may have been done by a bike.
I am so disappointed in anyone who may be my neighbor here who would hit my car and not stop to tell me and to take responsibility for the damages.  We move here very recently and I am very sad to think that people here are like this.
If you know anything about this please contact me.  If the person can not afford to fix it I would be willing to work out some kind of trade or something.  I have only had the car a little over a month.  This is really an awful way to treat the people who live near you.
